No, this is a radio station broadcasting tower. Actually there are two of them, and the broadcast studios are the building at the bottom of the site. It just happens that they're arranged in a circle, it's not anything related to a railroad or anything else.

The night when the "Burning of Atlanta" scenes of Gone With the Wind were shot here the part of Scarlett O'Hara had not yet been cast. Many of Hollywood's leading ladies of the time had been considered for the part to no avail. According to legend, as the fires from the "burning" scenes died down, David O. Selznick was introduced to the then unknown English actress Vivien Leigh, who snagged the role.....

This is the site of one the first, if not the first, silent stages on the lot back when it was Triangle Motion Picture Company. The entire building was built like a greenhouse to allow light in to film. Set into and level with the concrete floor, every foot were 4" x 4" posts to allow the sets to be nailed into them. As of December 2007, the building had been torn down.
